Q: Why does City Council meet at 3:30 on a Tuesday? 

Since November 2023, the voting session of Chattanooga City Council meetings has started at a different time each week.

While the official start time of Chattanooga City Council meetings is 3:30 p.m. on Tuesdays, the portion of the meeting with voting and public comment starts at a different time each week. 

Until November 2023, the voting portion of the meeting started each week at 6 p.m., with an agenda discussion and committee meetings scheduled earlier in the day. Then-Council Chair Raquetta Dotley proposed a different approach: Rather than starting the voting portion of the meeting at a set time, it should begin following a short break from earlier meetings.

Because the Council chair has power over the agenda and meeting times, she or he can alter the schedule without a vote.

None of Dotley’s fellow Council members publicly objected to the new schedule. Chip Henderson, District 1, said the change would “help us work efficiently” at the October 24, 2023 meeting.

What does this mean for the public? 

City Council meetings are less likely to run late into the evening, however, there there is no longer a clear timeline for constituents who wish to address Council during public comment. 

Tips for attending City Council

Public comment happens at the end of the voting session. Residents also have an opportunity to voice opposition to rezoning requests during the voting meeting. That happens right before Council votes on each request. A good rule of thumb is to arrive by 5 p.m. to have a chance to speak.

Public hearings, like the budget hearing scheduled for May 20, begin during the agenda session.

Here’s the current Council schedule each Tuesday:

  • 3:30 p.m.: Council members discuss their agenda for that day and the following week. They may also bring up future business before convening any scheduled committee meetings.
  • Recess: The Council chair announces a break in the meeting, lasting at least 30 minutes. 
  • Voting session: Representatives return to the Council chamber to vote on that week’s items. Residents can speak out against rezoning requests during this portion of the meeting or participate in public comment at the end of the meeting.
