Litter pickup plan, Price-Evans Foundry redevelopment returns
After they denied it in December, Council members will consider a step forward for a “lingering” Highland Park redevelopment. Also on the March 10 docket — Council wants a litter plan.

Litter cleanup plan
Asking Public Works to develop a citywide litter control plan is up for vote. The ordinance stresses using stormwater fees to fund litter pickup contracts or cleanup staff.
Price-Evans Foundry redevelopment
Southern Spear Properties looks to amend part of its plan to redevelop the former Price-Evans Foundry on S. Holtzclaw Avenue into a mixed-use space.
Councilman Ron Elliott, District 9, moved to deny the request in December, citing a lack of communication from the applicant.
Elliott asked Council to reconsider the request last month to give Highland Park residents more time to speak with the developer.
“It is an important project that has been lingering in the Highland Park community,” he said on Feb. 17. “We would like to revisit it.”
Other rezoning requests
Lupton City homes
Lima Charlie Properties looks to build 36 single family homes on 1300 and 1355 Mercer Street beside Lupton Mills Meadow Park. A number of neighbors signed a petition opposing the request, which Council deferred last December.
Eastdale apartments
An apartment development at 3886 Agawela Drive is up for vote. Regional planning agency staff recommended a 79-unit limit.
$300K more for police car cams
Council will vote on a $300,000 increase to an in-car camera contract for CPD. The contract would cost $1.7 million this year and equip new police vehicles.
About $159,000 will come from two state grants the city applied for and received last year.
Pop-up skate park extension
A resolution would extend Cassette Skateshop’s use of a small CARTA-owned lot through Oct. 31. Cassette opened a pop-up skate park next to the store amid Chattown skate park’s multi-million dollar renovation.
21 days for rezoning notices
To comply with state law, City Council will vote on extending the notice of applications for rezoning, special exception permits, and other land use items from 15 to 21 days before they appear before Council.
Notices must appear in a newspaper, per state law and city code.
