Composting and glass recycling pilot, airport park

If you live in the Brainerd area, you might be eligible to put out glass and food scraps for curbside pickup. City Council approved piloting those services at their Oct. 14 meeting.

Curbside compost and glass recycling pilots

Council approved two agreements to pilot no-cost curbside composting and glass recycling services. NewTerra Compost and glass recycler Overlooked Materials will provide containers and collect in neighborhoods around Brainerd Road and Lee Highway.

NewTerra will also set up containers at the city’s five recycling centers, open to anyone within Chattanooga city limits, and Overlooked Materials will receive glass brought to recycling centers.

The pilot will cost $150,000 in city funds and use $105,000 from the state.

Airport park

Chattanooga’s Airport Authority received approval to rezone a parcel on the north side of the airport property for a park and playground.

The lot is “right adjacent to the runway to watch aircraft take off and land,” said Jack McAfee, airport operations vice president, at the Oct. 14 meeting.

A $1.4 million grant from BlueCross is funding the new public park.

Next step for Northgate Mall TIF

On Sept. 30, City Council authorized city staff to continue discussing a proposed tax-increment-financing (TIF) agreement with the owner of Northgate Mall.

This week, Council approved the next step in the TIF process — creating an economic impact plan for the project. Once developed by either the city’s Industrial Development Board or the mall owner, the plan will next go to the TIF review committee and have a public hearing before the IDB. The IDB and Council must then approve the plan for the TIF to take effect.

Northgate’s owner is seeking to encourage new development around the mall by modernizing waste- and stormwater infrastructure with help from the TIF. Part of the deal includes waivers to certain TIF policies, such as the cap on how much tax revenue can go toward a project.

TIF review appointments

The following appointments to the TIF application review committee were confirmed:

  • Greg Taylor (appointed by City Council)
  • Daisy Madison (City Council)
  • David Hudson (appointed by Mayor’s Office)
  • Christa Mannarino (Mayor’s Office)
  • Susan Gilmore (Mayor’s Office, alternate member)

Expanding STVR zone

Council approved an ordinance to allow some properties along Shawhan Road to be used as short-term vacation rentals. View the city’s STVR map here.
