Zoning incentives for affordability, new city CFO

On the July 8 City Council agenda — codifying affordable housing incentives, a new city finance head, and several multi-family developments.

Zoning incentives

Council will vote on adding new affordable housing incentives to the city’s zoning code. The voluntary incentives program offers relaxed zoning rules for multi-family developments based on the number of units built.

Incentives include allowing taller buildings, greater density, and fewer parking spaces. Participating building owners would have to rent 10% of units below market price. In 2025, a one-bedroom could lease for a maximum $1,433 per month, per city data.

New city CFO

Mayor Kelly seeks approval to appoint Weston Porter as the city’s chief financial officer. Javaid Majid has served as CFO since February 2024, with Porter serving as deputy since last November.

Rescue Plan Funds

Deferred at the request of the mayor’s office last month, $711K in American Rescue Plan awards are up for vote. The funds come from interest accrued on the federal dollars allocated to the city. The two biggest awards are:

  • $250K to the Chambliss Center for Children for building repairs
  • $250K for the Chattanooga Future Fund. Through the fund, kindergarteners and middle schoolers would receive $100 in a savings account to pay for college tuition, work training, or other future education costs

$1.6M for the James A. Henry school, part of the Westside Evolves development, was approved last month to move its renovation forward.

Rezoning requests

A developer looks to build up to 169 apartments at 1010 Dallas Road. At a June 9 planning commission meeting, a few nearby residents opposed the request due to traffic concerns and the safety of students walking to school. Councilwoman Jenny Hill, District 2, said she supported mixed-income housing at the development during the July 1 Council meeting.

Council will vote on a proposal to build 52 townhomes at 1220 Lester Lane, which is currently limited to self storage and warehouse uses. Ten townhomes are planned for 1614 E. 17th St., to replace a vacant duplex.

$640K contract increase

A $640,000 increase to an employee recruitment contract is up for vote. The agreement with 22nd Century Technologies would total $3 million this year, and the resolution would renew the contract at $3.75 million over next year.
