City Council’s Jan. 6 agenda ushers in the new year with votes on the future of Northgate Mall and a SWAMP contract.

Northgate Mall TIF deal
Last month, Council gave the go-ahead for the city’s Industrial Development Board (IDB) to negotiate a 20-year tax increment financing deal with CBL Properties, owner of Northgate Mall.
Now, Council will vote on a resolution urging the IDB to include several items in the final agreement. The aim is to steer redevelopment of Northgate into a “walkable Town Center” with:
- Public engagement on the type of new developments
- A limit on residential construction
- Space for a park, new library, and outdoor entertainment venue
- Walking and biking infrastructure
James A. Henry donation
The Chattanooga Housing Authority seeks approval to donate the James A. Henry building in the Westside neighborhood to the city. Part of the Westside Evolves redevelopment, the former school is set to reopen as a renovated community hub with a Head Start facility, gymnasium, health center, and more.
$4.2M SWAMP contract
A $4.2 million contract for a Stormwater Asset Management Plan (SWAMP) is up for vote. Barge Design Solutions would assess water infrastructure in the Brainerd area and around Chattanooga Creek and create a citywide stormwater strategy.
County family justice funds
The Family Justice Center looks to apply for $200,000 in Hamilton County funds for next year.
Norcross Road speed limit
An ordinance would reduce the speed limit on Norcross Road near Northgate Mall from 40 to 35 MPH.
