Chattown contract, Mountain Creek restoration, and city tax rate timeline

Another step toward a new skate park and when to expect a city tax rate decision — an Aug. 12 City Council preview.

Chattown contract

Public Works seeks approval to sign a $1 million contract for part of the Chattown skate park renovation, including demolition. Contractor Robert Roberts cut about $1.3 million from the initial bid to land within the city’s budget.

Cuts include switching to a prefabricated bathroom, reducing the contractor’s concrete work, and eliminating a landscaping package. Changes will not impact the new, 30,000-square-foot skating area being built by California Skateparks.

The joint dog and skate park will retain other “essential elements,” said parks spokesman Brian Smith. Those include the concrete skating elements, seating and shade, and permanent bathroom. Currently there is not a set date to begin the remodel.

Mountain Creek restoration

A $2 million contract to prevent excess erosion and runoff into Mountain Creek is up for vote. A state grant awarded in 2023 covers about 90% of the project cost.

Rezoning requests

  • Developer Riverton looks to rezone a vacant lot in the 1000 Block of Lupton Drive for a commercial and residential project.
  • A proposal for 24 townhomes on four Joiner Road parcels is up for vote.
  • CHI Memorial Hospital looks to build an inpatient recovery center next to its existing facility on Mountain View Road.
  • Adamson Developers seeks approval to build up to 55 single-family homes at 4905 and 4907 Pattentown Road.
  • Council will consider a drive-thru Scooter’s Coffee location planned for 3524 Broad St.

IDB fund transfer

The city looks to transfer $585,000 to the Industrial Development Board. The funds come from a contract with Chattanooga Neighborhood Enterprise signed in 2007 and terminated last year.

City tax rate timeline

Council has a few more public meetings scheduled as they discuss what the city property tax rate will be this year. Mayor Tim Kelly released his tax proposal on July 29.

  • Aug. 12, 1:30 p.m.: Council committee to develop an alternative budget
  • Aug. 19, 3:30 p.m.: Public hearing on mayor’s proposal
  • Aug. 26, 3:30 p.m.: Public hearing on alternative budget proposed by Council. First City Council vote on both budget options (after Council recess)
