Deannexing Chick-fil-A, city auditing update, pop-up skate park

A public hearing to excise part of Chick-fil-A from Chattanooga, a pop-up skate park moves forward and more from City Council’s Dec. 9 docket.

Deannexing Chick-fil-A

Council will begin the meeting with a public hearing on the dennexation of part of the Chick-fil-A parking lot off Old Lee Highway. While the small parcel falls within Chattanooga city limits, the restaurant and other parking areas are in Collegedale.

Internal audit language

An ordinance would delete a city code section describing the Audit Committee, as it repeats language in the city charter. The ordinance also directs the committee to communicate with City Council during audits and sets penalties for city employees interfering with an annual audit.

City employee protection

Another ordinance clarifies it’s the Human Resource Department’s role to investigate retaliation claims from city employees who have identified waste or fraud.

The city also looks to update its fraud prevention policy, which requires city employees to report fraud, sets up a third-party hotline, and outlines protections for whistleblowers.

Skate park pop-up

The Economic Development Department looks to offer a $1 lease to Cassette Skateshop for a small parking lot next to the store. Cassette has planned a pop-up skating area at the site in part due to the closure of Chattown Skate Park for renovations.

Downtown parking reqs.

Council will vote on a new parking requirement for downtown multi-unit buildings. For buildings with at least five units, developers would have to provide one parking space for all units above 800 square feet and no spaces for those under 800 square feet.

Beer board appointments

Mayor Kelly seeks approval to appoint the following Beer Board members:

  • Kisha Cheeks
  • Johnika Everhart
  • Bill W. Pemerton

The Beer Board issues and revokes permits to sell beer.

Rezoning requests

A developer looks to build 36 single-family homes at 1300 and 1335 Mercer St., beside the Lupton Mills Meadow Park. A number of residents have opposed the request, citing potential congestion and infrastructure strains.

Four 900-square-foot units are proposed for 1309 Chamberlain Ave.
